Aid effectiveness has gained growing strategic importance through the years thanks to a process begun in Rome in 2003, followed by the Paris Declaration of 2005, the Accra Agenda for Action in 2008, and the Busan Forum, South Korea (29 November – 1 December 2011). This subject, therefore, became a priority for Italian Cooperation, as recommended in the strategic guidelines of 2011-2013. This commitment has taken the form of the first plan on Aid effectiveness (July 2009- December 2010).
In the framework of the plan several activities have been realized to make the action of Italian Cooperation more in line to the principles and procedures established in Paris and Accra. Among them: updates of the sectoral guidelines, simplification of procedures, identification of an efficacy marker to evaluate the initiatives of bilateral inter-governmental cooperation. The second effectiveness plan was developed in 2011.
Following the approval of this plan, Italian Cooperation has started three-year plan of action for each partner country. These plans are characterized by conciseness, transparency, viability, thoroughness, harmony and measurability, according to the Italian acronym S.T.R.E.A.M. The Alliance 2015 NGO network has collaborated, developing country reports. Office VIII of Development Cooperation deals with preparation and follow up of Italian participation to OECD/DAC meetings on these issues.
